NDIS Price Guide Addendums: Effective 1 July 2024

NDIS Pricing Arrangements and Price Limits (PAPL) 

The NDIS Pricing Arrangements and Price LImits (referred to as PAPL) is an important part of the NDIS structure. This guide outlines the maximum prices that providers can charge for the supports and services they offer. These price limits are important for participants and providers alike, to ensure a standardised level of support and service, and consistency across the board. 

The update to the PAPL considers factors including inflation, changes in cost of living, and feedback from stakeholders. By adjusting these prices, the NDIS can balance affordability for participants, with fair payments for providers and ensure the sustainability of the NDIS moving forward. 

Addendums to the PAPL: Effective 1 July 2024

An "addendum" is an additional document to provide clarification, extra information or updates. Think of it like a note or attachment that explains or changes parts of the original document without altering the main content. For example, in the context of the NDIS PAPL, an addendum details new pricing rules or temporary measures that apply to specific situations, it is in addition to and overrides the original PAPL put in place, with regular updates to benefit the delivery of the NDIS. 

The new pricing arrangements introduce specific addendums to address unique circumstances and specialised supports, providing clarity to particular scenarios. 

We’ve reviewed some of the bigger addendums to the PAPL - read below: 

  • Specific addendums: 
    • Bereavement Addendum: This provides guidance on the pricing of supports related to bereavement, including provisions for temporary increases in support for participants who have lost a loved one, and recognises the additional care and support that may be needed during this time. 
    • COVID Addendum: The ongoing impact of COVID-19 means there needs to be continued adjustments to pricing for certain supports. This update includes ways to address the increased cost and complexities associated with delivering supports and services during the pandemic, like additional cleaning, personal protective equipment (PPE) and telehealth services. 
    • Group-Based Supports Transition Guidance: This addendum gives guidance for the transition of group-based supports, so participants continue to receive these services effectively while providers are adjusting to new pricing structures. It includes specific pricing for group activities, and highlights the importance of social interaction and skill development in a group setting. 

Assistive Technology (AT) and Home Modifications

Assistive technology (commonly referred to as AT) and home modifications are an important part of a participant achieving their goals with choice and control over the span of their plan. They can provide independence and safety in both a home and community setting, and the updated pricing allows these supports to be accessible and affordable.

The updates to the PAPL include an in-depth code guide for Assistive Technology (AT) and Home Modifications. The Addendum includes commonly used supports, and their corresponding price limits, which gives clarity to both participants and providers.

Some key takeaways include: 

  • Assistive Technology: Revisions to the price limits for categories of assistive technology such as mobility aids, communication devices and personal care equipment with consideration to the advances in technology and market conditions. 
  • Home Modifications: The pricing for home modifications, which may include structural changes to improve accessibility have been revised, and assists a participant make necessary adjustments to their homes with assistance. 

  • Specialist Disability Accommodation

    Specialist Disability Accommodation (commonly referred to as SDA) is an important support for participants with high support needs, who require specialised housing. The updated pricing for SDA includes revisions to reflect the true costs of high-quality accommodations, while also seeing that these services are financially fair for providers.

    The pricing updates for SDA include: 
    • New price limits: This includes revised price limits for categories of SDA, which include apartments, villas and group homes. These updates look at factors like location, building quality and the level of support required for participants. 
    • Increased transparency: revised guidelines for determining the SDA prices, ensuring that participants and providers have a clear understanding of how prices are set and what is considered when prices are set. 

Fairness and Sustainability

The main goal of the updated NDIS pricing arrangements is fairness and sustainability. With regular reviews to the PAPL, the NDIS can ensure that participants have access to the supports they need while providing financial support through their plan budgets. The updates and addendums are designed with consideration to current economic conditions and aim for supports to remain within the reach for all participants, while supporting providers with fair compensation for the critical services they offer. 

The regular reviews to important structures within the NDIS like the PAPL, aims to improve the quality and efficiency of services and supports delivered across the scheme. This helps ensure that participants are receiving the best possible care and support. 

The NDIS achieves this engagement and feedback by regularly consulting with participants, providers and advocacy groups to understand the needs and challenges within the community. In doing this, the NDIS ensures that the pricing arrangements are responsive to the real-world experiences and needs of those within the NDIS. 

The updated PAPL are in effect now (from 1 July 2024), and represent greater choice and control for participants, and ensuring that the NDIS continues to meet the needs of both participants and providers. With the specific addendums, updates to price limits for Assistive Technology (AT) and Home modifications, and enhanced transparency in Specialist Disability Accommodation (SDA) pricing, the NDIS provides more clarity, responsiveness to the needs of the NDIS community, and fairness and sustainability for everyone on their NDIS journey.
